The Soul Piper

The soul piper is actually a demon, it was born from the souls of the children. When a child dies, the soul piper plays with it by it's sinphony, until the soul piper rest in peace. As long the Soul Piper's eyes are closed, it's a peaceful demon, but when it's eyes are open, that's the opposite, it became an evil demon, then he uses the children in evil works. Hehe, that little reminds me one of CardCaptor Sakura characters, as long his eyes are open, he says the truth, and as long his eyes are closed, he lies! XD!  The Soul Piper shows in the one of the 10th episodes, I really don't remember, but it was in around 10 - 16.
